In 1918 the voters of California passed Proposition 23, ratifying the Workmen's Compensation Insurance and Safety Act. Today, the challenge is to keep the Grand Bargain alive amidst a host of challenges.  Since 1993, Mark Webb ​has worked closely with stakeholders, policy makers, and research organizations in the constant effort to improve California's complex and costly workers' compensation system.
